Efficiency of Long-Term Care Facilities by Service Type and Influence Factors on their Efficiency

Abstract
This study aims to measure the efficiency of long-term care facilities by service type and to find out influence factors on their efficiency. Data were collected from the `Investigation over the Management of Long-Term Care Facilities` conducted by the National Health Insurance Service. Efficiency scores of long-term care facilities were measured using both CCR and BCC models of DEA(Data Envelopment Analysis) technique. And then the influence factors on their efficiency were searched for using Tobit regression analysis. Facilities which were not efficient in CCR model but efficient in BCC model are interpreted to have economy of scale working. Average efficiency scores were high in order of elderly care facilities, homes service providers, facility-type homes service providers, and group homes when applying BCC model to all Long-Term Care Facilities. DEA-efficient group homes made a difference in scale of facilities, number of converted patients, and total revenue of facilities, and did DEA-efficient homes service providers in donation`s share of total revenue. Tobit regression analysis showed that scale of facilities and personnel expenses` share were main influence factors on efficiency of LTC facilities. This study has the added value of conducting DEA technique against LTC facilities by service type unlike previous studies, and of measuring efficiency scores in a more accurate way by applying weighted average to the variables.
